Soluţionare
Respinge recursul declarat de Ministerul Finanţelor Publice. Admite recursurile declarate de Parchetul de pe lângă Curtea de Apel Oradea şi Parchetul de pe lângă Tribunalul Bihor, modifică sentinţa primei instanţe în sensul că respinge acţiunea reclamanţilor pentru perioada 5.12.2005 - 1.02.2007 şi menţine restul dispoziţiilor din sentinţă, fără cheltuieli de judecată.
