Soluţionare
Admite recursurile. Modifică în parte sentinţa civilă nr.214/21.03.2008 pronunţată de Tribunalul Neamţ.Respinge în totalitate acţiunea formulată, ca nefondată. Menţine dispoziţiile din sentinţă cu privire la respingerea excepţiilor lipsei de calitate procesuală pasivă, referitor la pârâţii Ministerul Economiei şi Finanţelor şi Ministerul Justiţiei.
