Admite în parte cererea .
Dispune sesizarea Curtii Constituţionale pentru a se pronunţa asupra constituţionalităţii dispozitiilor art. I alin.1 punctele 2 si 3 din OUG 151/10.11.2008.
Respinge ca inadmisibilă cererea de sesizare a Curtii Constituţionale cu privire la dispozitiile art. 1,2 si 4 din OUG 136/2008.
In temeiul art 29 alin.5 din Legea 47/1992 dispune suspendarea cauzei până la solutionarea excepţiei de neconstituţionalitate.
Cu recurs în 48 de ore de la pronuntare pentru cererea respinsă .
