Respinge excepţia invocată de D.G.F.P.Vâlcea.
Admite acţiunea si obligă in solidar pârâtele si chematul in garanţie M.F.P. să plătească şi să aloce sumele reprezentând diferenţa dintre ajutorul financiar pentru achiziţionarea de cărţi si programe educaţionale pe suport electronic , aferent anului 2009 si suma efectiv plătită, actualizată la data plăţii efective către reclamanţi.
