Modifică în parte sentinţa nr. 2079 din 27 octombrie 2011 a Tribunalului Suceava, în sensul că admite excepţia lipsei calităţii procesuale pasive a Ministerului Finanţelor Publice şi, în consecinţă, respinge cererea formulată de reclamanţi în contradictoriu cu Ministerul Finanţelor Publice pentru lipsă calitate procesuală pasivă.
Menţine celelalte dispoziţii ale sentinţei.
