Respinge excepţia lipsei calităţii procesuale pasive invocată de Ministerul Finanţelor Publice.
Admite acţiunea.
Obligă pe pârâţii M********* J******** şi T********* B******* să plătească reclamanţilor sumele reprezentând premiul anual aferent anului 2010, reactualizat în funcţie de indicele de inflaţie la data plăţii efective şi pe pârâtul Ministerul Finanţelor Publice să prevdă în buget şi să aloce fondurile necesare îndeplinirii acestei obligaţii.
