HOTĂRÂRE
Respinge acţiunea, ca fiind nefondată.
Constata admisibilitatea exceptiei de neconstitutionalitate.
Admite cererea de sesizare a Curtii Constituţionale pentru soluţionarea excepţiei de neconstituţionalitate a dispoziţiilor art. 8 din Legea nr.285/2010, invocată de reclamanţi.
