Admite excepţia lipsei calităţii procesuale pasive a pârâţilor Consiliul Local al oraşului Scorniceşti şi Primarul oraşului Scorniceşti – Instituţia Primarului.
Respinge acţiunea formulată în contradictoriu cu pârâţii Consiliul Local al oraşului Scorniceşti şi Primarul oraşului Scorniceşti – Instituţia Primarului., ca fiind îndreptată împotriva unor persoane lipsite de calitate procesuală pasivă.
Respinge acţiunea formulată de Sindicatul Învăţământului Preuniversitar Olt, în numele si pentru reclamanţii membri de sindicat, în contradictoriu cu pârâta Şcoala cu clasele I-VIII Bircii, ca neîntemeiată.
