Respinge cererea
Admite excepţia prescripţiei parţiale a dreptului material la acţiune invocată de pârâţii CL CLUJ-NAPOCA, PM CLUJ-NAPOCA, CL TURDA şi PM TURDA pentru perioada 15.05.2011 – 31.05.2011 şi respinge acţiunea pentru această perioadă ca fiind prescris dreptul material la acţiune.
Respinge excepţia lipsei calităţii procesuale pasive şi a inadmisibilităţii cererii invocate de pârâţii CL CLUJ-NAPOCA şi PM CLUJ-NAPOCA
