Respinge cererea
Respinge excepţia lipsei procedurii prealabile ca nefondată.
Admite excepţia lipsei calităţii procesuale pasive a Ministerului Afacerilor Interne şi respinge acţiunea formulată în contradictoriu cu acesta.
Admite excepţia lipsei calităţii procesuale pasive a IPJ Tulcea în raport cu reclamanţii Gheorghe Paul Dan, Poştaru Viorel, Dumbravă Paul Adrian, Petrof Simon, Ivanov Veronica, Condrat Daniel Dorin, Neagu Gabriel Ionel, Ciorbă Vasile, Mogoşi Georgiana Lavinia, Costea Jane Ştefan, Matei Marcel şi respinge acţiunea faţă de IPJ Tulcea.
Admite excepţia lipsei calităţii procesuale pasive a IGPR şi respinge acţiunea.
Respinge acţiunea ca nefondată.
Cu drept de recurs în 15 zile de la comunicare, ce se va depune la Tribunalul Tulcea.
