Respinge excepţia inadmisibilităţii, ca nefondată. Admite cererea. Sesizează Curtea Constituţională cu privire la excepţia de neconstituţionalitate a dispoziţiilor art. 4 din OUG nr. 19/2012, art. 1 din OUG nr. 84/2012, art. 13 alin. 1 din OUG nr. 103/2013, art. 12 alin. 1 din OUG 83/2014 raportat la dispoziţiile art. 1 alin. 5 şi art. 53 din Constituţia României precum şi la art. 1,14 şi 16 alin. 1 din Protocolul adiţional la CEDO. Fără cale de atac. Pronunţată în şedinţa publică din 14 aprilie 2016.
