Admitere recurs

Respinge cererea de repunere în termen formulată de Inspectoratul General al Poliţiei Române. Respinge recursul incident ca tardiv. Admite recursurile declarate de Ministerul Administraţiei Internelor şi Inspectoratul de Poliţie Judeţean. Casează sentinţa, admite excepţia lipsei calităţii procesuale pasive a M.A.I. şi respinge cererea formulată în contradictoriu cu M.A.I. pentru lipsa calităţii procesuale pasive.
